Georgia’s prisons are primarily located in rural areas — farmland communities with small, often short-staffed law enforcement agencies. Despite limited resources, these Sheriffs and Deputies are tasked with helping the Georgia Department of Corrections conduct traffic stops and intercept contraband smugglers, gang associates, and family members who play key roles in criminal and drug trafficking networks.
To be effective, we need the information these local agencies hold — names, dates of birth, identifiers, phone numbers, call records — all critical data that helps us connect the dots inside and outside the prison system.
But here’s the challenge: these smaller agencies can’t afford expensive intelligence platforms. And even if they could, those high-end systems often don’t ‘talk’ to each other — meaning valuable information stays siloed when it should be shared.
That’s why I chose to collaborate with ROCIC and the Regional Information Sharing Systems (RISS) Centers — to build a practical, affordable bridge for rural agencies to contribute and access the intelligence they need, without being priced out or locked out.
This approach gives us the power to connect local, state, and federal partners — ensuring that no piece of vital information slips through the cracks just because an agency’s budget is small.

Through this strategic partnership with ROCIC (Regional Organized Crime Information Center) and RISS (Regional Information Sharing Systems), CODIN is at the forefront of modernizing criminal intelligence analysis at a price that all law enforcement agencies can afford.
