Dear Senator & Representative,

I respectfully ask that you not delete this email and that you take a moment to read it, along with the attached letter of support regarding FUEL THE FORCE (H.R. 7210), a bipartisan public-safety bill currently being introduced.

​

While the attached letter is formally addressed to the two Representatives sponsoring this legislation, I am personally reaching out to you to ask for your wholehearted support of this bill and its intent.

​

My name is Greggory Phillips. I am a 26-year veteran of law enforcement and corrections investigations and currently serve as a Special Agent with the State of Georgia. I was also the lead case agent for Operation Skyhawk, the largest gang-related RICO prosecution in Georgia’s history and the largest counter-drone criminal investigation in the country to date.

That investigation dismantled organized criminal networks using drones to traffic weapons, drugs, and communications into correctional facilities, activity that extended beyond Georgia into multiple other states.

That work has afforded me the opportunity to meet with some of you, or your staff, as well as other federal, state, and local stakeholders across the nation, including multiple engagements in Washington, D.C. I write today not from theory or abstraction, but from direct operational experience gained on the front lines of public safety.

I am also the founder and Executive Director of CODIN – the Corrections & Detention Intelligence Network, a national nonprofit platform designed to strengthen intelligence sharing, investigative coordination, and threat mitigation across corrections and law enforcement. CODIN exists to close the gaps routinely exploited by organized criminal networks, particularly where technology, jurisdictional boundaries, and resource limitations intersect.

FUEL THE FORCE (H.R. 7210) represents a meaningful and pragmatic step toward supporting the men and women tasked with protecting our communities—both inside correctional facilities and throughout the communities those facilities serve. I strongly encourage your support of this legislation and welcome the opportunity to discuss its real-world impact from a “boots on the ground” perspective.
